Because floating rotors allow for some movement, they allow the brake pad to make full contact. This increases the braking power. They also reduce heat by isolating the friction blade from the rest of the rotor. The biggest advantage of fixed rotors is their cost. They tend to cost less than floating rotors. They also do not have any moving parts and are less likely to fail prematurely.
